How many bulks should I have?Depends on the loads. If it is akite boat, you won't need any. If an unstayed rig, then one at the mast, one at each beam and somne double bias over this whole area.
Is 4mm birch ok?Fine. I owuld glass the extrior to stop it checking.
do I need stringers?Probably not, but see how much it flexes. A bit of flex is no big deal if there are no bulkheads to concentrate the loads.
How much keel? some spruce and fir is available here

How do I bond?epoxy
Outside I think it will be very hard to
sand off just a little glass and lay over new glass at
the same thickness, because the existing glass is so
thin. So I guess there will be a bump from the thicker
skin at the join.
A bump is inevitable. Use epoxy bog and fair it in as best you can over a metre or so.
I have some gelcoat to fair it.
Gel does not fill big gaps and takes a fair bit of sanding and polishing to get shiny.
How much glass where?Joins, 1 x 400 gsm double bias inside and out. Sheathing 200 gsm glass cloth, local reinforcing eith the db or uni.
Should I scarph the grp/ply join?No. Could use a butt block on the inside if it makes it easier to hold it all together, but the glass each side should be sufficient.
